SELACO WDB has released a Request for Quotes (RFQ) – HIRE Grant Services
The Southeast Los Angeles County Workforce Development Board (SELACO WDB), Programs Operations Department, has released a Request for Quotes (RFQ) to solicit quotes for the provision of services under the HIRE (Helping Individuals Reinvent Employment) Grant. Please submit formal quotes on your agency’s letterhead to Corina Coronel via email to selaco@selaco.com by 5:00 pm on or before November 30, 2024.Interested organizations must submit a proposal that includes:
- A detailed description of the proposed approach to meeting the objectives outlined in this scope of work. An organizational background, highlighting relevant experience and expertise.
- A budget breakdown, specifying how funds will be used to support service delivery.
- Performance benchmarks and metrics for tracking success.

The purpose of the Statement of Qualifications (SOQ) is to assess relevant skills, experience, and achievements. The SOQ will assess eligibility of entities, organizations or individuals with the appropriate knowledge, experience, capacity and demonstrated ability to provide expertise services in workforce development and other specialized subject-matter are eligible to apply by submitting a Statement of Qualifications (SOQ). Statement of Qualifications (SOQ) will be determined eligible for review and approval based on their completeness and upon submission of all requested supplemental documentation.
One-Stop Operator Request for Proposal (RFP) PY2024-PY2027
The Southeast Los Angeles County Workforce Development Board (SELACO WDB) is seeking proposals from qualified entities to serve as the One Stop Operator for the workforce development system in SELACO WDB’s local area.
Proposal Submission: Interested parties are invited to submit proposals in response to the RFP. The RFP document, including detailed instructions for proposal submission and evaluation criteria, can be obtained from the SELACO WDB website www.selacowdb.com.

SELACO WDB Public Announcement - Independent Audit Services
You are invited to submit a proposal for furnishing independent audit services to the Workforce Development Corporation of Southeast Los Angeles County, Inc. (d/b/a Southeast Los Angeles County Workforce Development Board (SELACO WDB). The purpose of these audit services will be: (1) to express an opinion on the fairness of the presentation of the Agency’s financial statements for the twelve (12) months ending June 30, 2024; and (2) to perform a single audit in accordance with the requirements of the Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance, Subpart F).

SELACO WDB Public Announcement - Independent Audit Services
The Southeast Los Angeles County Workforce Development Board (SELACO WDB) Submits its Local Plan for PY 2021-2024 to the California Workforce Development Board
In accordance with the requirements of the Workforce Innovation and Opportunity Act (WIOA) of 2014 and the guidance published by the California Workforce Development Board and Employment Development Department (EDD), the Southeast Los Angeles County Workforce Development Board (SELACO WDB) which includes the cities of Artesia, Bellflower, Cerritos, Downey, Hawaiian Gardens, Lakewood, Norwalk and Paramount developed and submitted a four-year Local Plan covering the Program Year 2021-2024 to the California Workforce Development Board. Upon approval by State officials representing the Governor, the Plan will be effective from July 1, 2021 through June 30, 2025.
SELACO WDB’s Local Plan carries forward strategies that have made local services effective and programs successful. It expresses the intention of SELACO WDB to examine and embrace opportunities for improvement over the life of the Plan.

SELACO WDB Local Area Modification Application - APPROVED
On January 2, 2020, the Secretary of the Labor and Workforce Development Agency, acting on behalf of the Governor, approved SELACO WDB’s local area modification application to transfer the City of Paramount to the SELACO Local Workforce Development Area.
The Workforce Development Board of Southeast Los Angeles County, Inc. (SELACO WDB) submitted to the California Workforce Development Board (CWDB) a Local Area Modification Application requesting the transfer of the City of Paramount from the Los Angeles County Local Workforce Development Area to the SELACO WDB Local Workforce Development Area on September 13, 2019.
Copies of SELACO WDB’s Draft Local Area Modification Application were made available to the general public for pick up at the SELACO WDB office, Paramount City Hall, on the SELACO WDB website and the City of Paramount’s website beginning Wednesday, July 31, 2019. A Public Comment Meeting was held on Monday, August 19, 2019 from 9:00 to 11:00 a.m. at the SELACO WDB Office in Cerritos. The public hearing allowed the general public to participate in the review of the Local Area Modification Application. Persons with questions or wishing to provide verbal testimony were able to contact the SELACO WDB to reserve time to testify. Persons wishing to present written comments and/or materials were to provide a copy before the public hearing session. Requests to schedule verbal testimony, provide written comments and/or materials were sent to: LocalArea@selaco.com between Wednesday, July 31, 2019 and Friday, August 30, 2019 which represented the Public Comment Period. After the public comment period, the SELACO WDB finalized its application and submitted it to the State Board.
